Article 1 - Scope of these Terms and Conditions of Use
These Terms and Conditions of Use govern the procedure provided by the federal administration for the electronic registration, identification, and authentication of end users, whether or not citizens of Belgium. End users are able to use this procedure to gain secure access to electronic services of the federal administration and for the purpose of secure electronic communication with the federal administration.
Nevertheless, it may be the case that some public bodies (‘users’) make use of other systems for electronic end-user management.
Article 2 - Access to the Procedure
The end user shall have access to the procedure, but without any guarantee of being assured access to the procedure and offered services at all times nor any guarantee that the procedure is free of errors or technical faults.
Access to the procedure may be closed completely or partially at any time (including for, but not limited to, maintenance purposes). In so far as reasonably possible, the end user will be notified of any such interruption in advance.
The end user shall only have access to particular services provided by the federal administration once he/she has completed the applicable procedure for registration, identification, and authentication.
In doing so, the end user shall:
- declare his/her agreement to the present Terms and Conditions of Use;
- provide a correct e-mail address.
The end user is obliged to amend the data that concern him/her in order to ensure they are up to date and accurate at all times.
Article 3 - Use of Digital Keys
The end user's access to certain services provided electronically requires the use of digital keys:
- eID or electronic identity card (high degree of security)
- Application MyGov.be (high degree of security with PIN code or substantial with biometrics)
- Digital key of an accredited service provider (e.g. itsme®) (high degree of security with PIN code or substantial with biometrics)
- Digital key accredited on European level (eIDAS) (high or substantial degree of security)
- Username, password and security code via mobile app/SMS/email (substantial degree of security)
- Username and password (low degree of security)
Some digital keys are provided entirely by FPS Policy and Support − DG Simplification and Digitization, while some are provided by other accredited parties (e.g. itsme®). Accreditation is granted only if strict security and privacy requirements as stated in the Belgian Royal Decree of 22 October 2017 are met. Digital keys compliant with the eIDAS Regulation n° 910/2014 are also available.
The digital keys and associated data are strictly personal and non-transferable. Each end user is responsible for safekeeping, security, confidentiality, and management of their digital keys and related data.
The end user is responsible for choosing a secure password or secret code. If an end user becomes aware of or suspects loss or unauthorized use of their digital key, username, or password, they must immediately deactivate the digital key as described in Article 6.
If the digital key is locked, the end user must request a new one.
Users granting access to online applications choose the required security level and the digital keys allowed for authentication. They also determine access rights based on authentication.
Article 4 - Use of the E-mail Address
The end user is responsible for the email address provided, declares ownership of it, and ensures that third parties cannot use it without permission. The end user confirms regular use of this address.
Article 5 - Use of the Procedure
All end users are obliged to:
- Provide complete, accurate, truthful, and non-misleading information;
- Comply with legal and regulatory provisions of relevant authorities;
- Refrain from manipulating information in any way or by any means.
Article 6 - Procedure in the Event of Loss or Change of a Digital Key
In the event of loss or theft of an identity card, the holder must report this as soon as possible to the local municipal office, nearest police station, or contact the DocStop service of FPS Interior.
In case of a lost or stolen smartphone/mobile phone, the end user must notify their service provider immediately so the SIM card can be deactivated.
If an end user wishes to use a new mobile number or email address, they must update it in “My Digital Keys”.
Access to the MyGov.be application is secured with a PIN code. If device confidentiality cannot be guaranteed, the end user must deactivate the device via the MyGov.be website after authenticating with another digital key. A new device can also be added there.
Additionally, the end user must delete the affected keys in “My Digital Keys” once the confidentiality of the keys or access codes can no longer be guaranteed.

Article 8 - Definitions
- Registration – The process by which a person is added to a list through a prescribed procedure, indicating their intention to use a specific service.
- Identification – The process of establishing the identity of a specific person.
- Authentication – The process of confirming the identity of a specific person, for example, by providing confidential information known only to them (e.g., a self-chosen password).
